Legolas was suspicious of most everyone he past, suspicious of touching them or talking to them. Sure that this was a trick, something Riki had done to make him believe he was free of that Valar-forsaken tower. A trick to try to get information about Zelda, about the resistance, about the task Dax left for them.
It's only a small wonder that, when he saw Thranduil, he kept a careful distance and looked almost unsure. It couldn't possibly be. What good would it do Riki to make him see his father? Legolas wasn't the authority figure with the resistance, that was Zelda. He couldn't, and wouldn't, say anything if that's what the administrator had been up to. But Riki wasn't like Jason who liked to cut them apart or torture them. Riki's games lie in unexplainable physics and disorienting them. Very much like this city was doing tot he young elf.
So he'll watch Thranduil, or what he thinks is Thranduil. Eyes tired and wary, not wanting to get his hopes up only to have them dashed.
